Singapore's Ministry of Manpower (MOM) has tightened the operational formula that determines how many foreign employees a company can sponsor. For Indian applicants targeting Work Permit (WP) and S Pass roles in construction, manufacturing, process, and shipyard sectors, understanding this math is essential to securing a valid and sustainable placement.
A Singapore company's quota entitlement depends strictly on how many locals they hire. A local employee must earn at least S$1,800/month to count as one full unit toward the employer's foreign worker quota.
The S$1,800 Local Qualifying Salary (LQS) Rule
Under Singapore's quota rules, an employer's entitlement to hire foreign workers is strictly pegged to their local Singaporean workforce. An employer must pay local staff at least S$1,800 per month for them to count as 1 full local employee toward foreign worker quotas. Local employees earning between S$900 and S$1,799 count as half a unit, and anyone paid under S$900 provides zero quota entitlement.
Dependency Ratio Ceiling (DRC) Across Sectors
India remains a designated Non-Traditional Source (NTS) and approved source country for critical operational sectors. The Dependency Ratio Ceilings (DRC) allow varying foreign worker ratios by industry: Construction and Process sectors allow up to 83.3% foreign workforce, Marine Shipyard up to 75%, and Manufacturing up to 60%. However, because each foreign worker must be backed by local headcount earning S$1,800+, smaller subcontractors facing margin pressures are struggling to maintain their quotas.
S Pass Threshold at S$3,300 and Mandatory Medical Insurance
For supervisory and technical roles under the S Pass, the minimum qualifying salary stands at S$3,300 per month (scaling up to S$4,800 for older, experienced candidates), alongside a standardized S$650 monthly employer levy. Additionally, MOM's enhanced medical insurance mandate requires all employers to carry a minimum of S$60,000 in annual hospitalization coverage for every Work Permit holder.
- Local Qualifying Salary (LQS): S$1,800/month per full local headcount unit
- Construction & Process DRC ceiling: 83.3% foreign worker limit
- S Pass minimum entry salary: S$3,300/month + S$650 monthly levy
- Mandatory employer medical coverage: S$60,000 annual minimum per worker
- WP Online quota check required before any valid in-principle approval (IPA) can issue
Never pay or commit to a Singapore offer without verifying that the employer has active, unexhausted quota on WP Online. Subcontractors whose local headcount slips below the S$1,800 LQS line have their In-Principle Approval (IPA) applications rejected immediately by MOM. Globaris exclusively aligns candidates with audited partners whose quotas and medical insurance compliance are fully active.
